The council heard an agreed-upon procedures review of PARC Tax expenditures for the 2024 award year, with funds expended in fiscal year 2025. Auditor Khulene Gallo told the council the firm performed procedures specified by the city and identified no findings for FY2025. She added prior-year control weaknesses appear to have been corrected.
Council members discussed how the review checks that grant expenditures match approved scopes and that any unspent funds are properly reported. Council Member Carroll asked whether ineligible expenditures would be identified and required to be returned; Finance Director Anna Montoya confirmed such expenditures would be flagged and the entity would be required to return funds as part of the agreed-upon procedures review.
After discussion, the council unanimously approved a resolution amending PARC Tax policies and procedures—the motion reflected language previously discussed at a workshop and council members emphasized the amendments maintain accountability for public grant dollars.
