Council hears updates on Lakeshore Drive alignment and long-range road projects

Public Works Director Sam Kelly briefed the council on major roadway projects and short-term pavement maintenance plans the city will pursue in FY2026–27.
Kelly described a proposed three-lane major-collector alignment for Lakeshore Drive to connect to 1500 South; the initial construction phase would pave a 26-foot section to expedite progress while TSSD completes sewer work. "The initial phase would only include 26 feet of asphalt for an estimated cost of $3.1 million," Kelly said, and noted right-of-way work and coordination with utilities are critical path items.
For 200 South, Kelly reviewed an interim cross section and a previously published full-build cost estimate of $24.7 million (2022 dollars), acknowledging that costs have likely risen since that estimate. He recommended completing Lakeshore Drive ahead of full 200 South construction to maintain project sequencing.
Kelly also presented the 2026 roadway treatment plan — chip seal, overlays, microsurfacing, HA5, slurry and crack sealing — with a projected budget of approximately $2.7 million for preservation work in the coming year. He urged better public-facing interactive maps to explain completed and upcoming work as a way to reduce resident confusion during construction seasons.
No vote was taken; staff will continue right-of-way acquisitions and refine cost estimates for council review.
