City staff proposed updates to the Master Fee Resolution, including raising the base planning charge and hourly land-use review rates to reflect current consultant pricing. The proposed changes would increase the base charge for Planning and Development services and raise hourly rates for land-use review and other hourly fees, and include language allowing the city to charge actual consultant costs when those exceed the rates listed in the resolution.
Councilmember Jensen questioned the frequency of revisions and worried that language permitting pass-through of consultant rates could result in higher costs for residents seeking planning and development services. Mayor Hopkins responded that consultant rates and any increases would need to be negotiated and approved by the City and are not arbitrary. Staff indicated the updates were intended to reflect real costs after consultants raised their rates since the last fee update.
No formal vote on the Master Fee Resolution was recorded in the June 17 minutes; staff recommended adoption and the matter appears set for future action after further review and clarification.
