Representatives of the Teamsters union met with the Roosevelt County Commissioners on July 8 to negotiate terms covering 911 dispatchers, detention-center staff and deputies. The union proposals and county counteroffers were recorded in the minutes but the session did not record a final ratification.
For 911 dispatch the union requested a 5% cost-of-living adjustment (COLA), a 2% longevity increase, paid maternity/paternity leave, retention of current contract language, and an increase in sick time from eight to ten hours per week. Commissioners’ recorded responses included referencing a cost-of-living index at 2.85%, offering to pay full health insurance, and proposing a $1.00-per-hour increase instead of a 5% COLA.
Detention-center proposals covered matters the county labeled as “no” — e.g., no additional union pay or comp time — with several duties and ordering responsibilities left to the sheriff or detention leadership. Deputies’ negotiation points included training repayment language (three-year work requirement or payback of academy fees of $2,500 plus wages), uniform allowances, and health insurance; the board proposed a $300 uniform allowance and to pay health insurance.
Minutes record offers and counteroffers but do not show a completed agreement; the meeting adjourned after the exchanges. The record shows the county and union advancing proposals on compensation, benefits and training commitments that will require additional bargaining sessions to finalize any contract changes.
