Advocacy group warns California nursing-ratio change could cut psychiatric beds; local board relays statewide concern

Theresa Comstock told the board that CALBH/BC and allied advocacy groups are pressing the California Department of Public Health to delay a regulation that would change patient-to-nurse ratios in residential psychiatric facilities. Comstock said the change could eliminate approximately 700 psychiatric beds statewide and that CALBH/BC has already reached out to CDPH and the Governor's Office seeking a postponement.
Comstock said the group is asking for implementation to be delayed until 2027 so agencies have time to arrange funding and operational adjustments; she cited San Diego County as an example at immediate risk of losing 55 beds under the staffing-ratio changes. CALBH/BC is seeking assurances that funding will flow to counties when regulations change.
