"The 11th is the day that we have to approve it in order to advertise it by the statutory deadline in September," a committee member said. A county clerk explained that the preliminary budget can be handled as a regular agenda item, but the final budget adoption requires a published notice and a dedicated hearing where the preliminary budget is available for inspection and public comment.
The clerk noted the process is intended to give the public time to review the proposed numbers before the final adoption. Officials said staff will post the preliminary budget for the two-week inspection period required before the adoption hearing.
