Ty Snyder, on behalf of Madison Methodist Church, requested a text amendment to the Morgan County Zoning Ordinance to allow “childcare learning centers” as a conditional use in the R1 zoning district, and sought conditional-use approval to operate a weekday childcare program for children ages 1–5 on 24.42 acres at 1091 Confederate Road (Tax Parcel 036-039B). Chuck Jarrell, Director of Planning and Development, told the Board the applicant revised an earlier private‑school proposal to the childcare learning‑center designation and that the Planning Commission reviewed the text amendment and the conditional‑use request together.
Jarrell reported that at the April 2, 2026 Planning Commission meeting there were no public comments and the Commission voted unanimously to recommend approval of the text amendment and conditional use. Chairman Blake McCormack then asked if anyone wished to speak in favor or opposition; no one spoke. Commissioner Philipp von Hanstein moved the item to the consent agenda and the motion passed unanimously.
