County picks higher‑elevation rebuild for El Jobean pier and moves forward on Bayshore West pier

For El Jobean, consultant options ranged from targeted repairs using existing substructure to full replacement at higher elevation. Staff recommended Option C — a full higher‑elevation replacement — to improve storm resilience and FEMA eligibility. "We're recommending go all the way... because we're also losing the other side," staff said, noting older trestle conditions and long‑term maintenance concerns. Commissioners acknowledged the cost but said the higher elevation and full replacement would better protect the asset and increase the chance of FEMA reimbursement.
Separately for Bayshore West, staff said design and permits were substantially complete and asked for authorization to proceed with the constructed design. Several commissioners said community demand for piers is high and supported moving forward; the board approved Option 1 to finish the already designed pier and asked staff to return with construction documents that include funding options. The board retained oversight and directed staff to include funding and procurement details in subsequent agenda items.
