During the Sept. 9 meeting the Elk County Board of Commissioners recessed into a series of executive sessions to address personnel and legal topics and returned to open session with no votes or public actions recorded.
At 1:20 p.m. Commissioner Perry Russell moved and Commissioner Doug Hendricks seconded to “recess into executive session for non-elected personnel to discuss performance review” with County Clerk Kerry Harrod and County Counselor Paul Dean present; the board returned at 1:26 p.m. A second non-elected personnel session to discuss Public Works Supervisor Don Sanders’ performance ran from 1:27 to 1:32 p.m. At 1:39 p.m. the board held an executive session “for matters relating to legal to discuss security measures” with County Attorney Jill Gillett and County Counselor Paul Dean; that session ended at 1:50 p.m. A final legal executive session was held from 1:57 to 2:03 p.m.
Each executive session closed with the board returning to open session and the clerk noting “no action taken.” State law permits such closed sessions for personnel and legal matters; the minutes show no directive or formal disciplinary action recorded in open session.
