Public Building Commission authorizes bond process for $10.35 million in building projects

The Ellis County Kansas Public Building Commission on Feb. 3 voted to authorize staff to proceed with the sale process for PBC Revenue Bonds, Series 2026, for approximately $10,350,000 in building improvement projects. Nathan Leiker, member of the commission, moved to approve Resolution 2026-01 and President Neal Younger seconded; the motion carried by voice vote, three to zero.
Project Manager Darin Myers presented the resolution and outlined key sale parameters. The offering was described as PBC Revenue Bonds, Series 2026, with bids due at 11:00 a.m. on March 9 (the transcript lists 2025; the commission record and schedule indicate the intended year is 2026). The bonds are proposed to be callable on and after Oct. 1, 2033. Staff said the County Administrator would be authorized to sign and accept a winning bid the morning after bids are opened if the winning bid meets the stated parameter of a true interest cost (TIC) below 5.5 percent; funds were expected to be available on or about March 25, 2026. The commission’s approval authorizes continuing the bond sale process; it does not by itself finalize a sale or obligate the county beyond subsequent approvals and the final bid acceptance.
