Wyoming County funds broadband enterprise and signs tower leases to expand county network

The Wyoming County Board of Supervisors on Feb. 10 authorized $1,170,136 to establish a county broadband enterprise intended to operate as the Speedy COW Enterprise, allocating professional services, rental and insurance lines to make the project operational.
The Finance Committee resolution (Res. 26-059) specified $1,013,206 for professional services and additional operating lines (rental/leasing, electricity, insurance) and separately authorized the County Attorney to receive up to $60,000 to cover legal counsel expenses related to the broadband project. "Reason: To establish the Speedy COW Enterprise," the resolution states.
The board also approved tower-site leases to host county broadband equipment. Resolutions 26-129 and 26-130 authorize leases with ACT Sequoia, LLC at Big Tree Road (one-time fee $2,000; $1,000 monthly, escalating 4% annually) and Schwab Road (annual license $980), while Res. 26-131 authorizes a Crown Atlantic lease at Maxon Road with a $900 monthly fee (3% annual escalator). Each lease carries an initial seven-year term and renewal options.
County officials framed the package as building infrastructure to improve internet availability across the county. The board voted unanimously on the broadband funding and lease authorizations.
