Board awards HVAC contract for Circular Butte Landfill shop after bid review

Jefferson County commissioners on Feb. 23 awarded an HVAC contract for the new Circular Butte Landfill shop. County Engineer Sam Scott reviewed five quotes and told the board some low bids omitted required items (exhaust fans and air louvers).
Scott said the lowest bid without requested additions was from Top Notch at $18,310, but that estimate did not include exhaust fans and louvers; Scott estimated adding those items would increase the low bid by at least $12,000. Sermon submitted a quote the board described as complete; Commissioners approved awarding the contract to Sermon for $36,170. Commissioner Clark moved to approve the award and Commissioner Young seconded; roll call was unanimous.
The board’s decision favors a single vendor able to meet the full specifications rather than accept the lowest base bid that would require later change orders or additions. County staff will coordinate contract execution and contractor scheduling.
