Speakers described Countyline Road and 3800 E as already congested and serving the high school and junior high; one longtime resident told commissioners that past collisions near the corridor illustrate the safety risk. Neighbors also asked how the project would preserve irrigation and private well capacity, noting pivots and canal supply are seasonally variable and that pulling water away from irrigation could harm existing users and fire protection.
Commissioners acknowledged the concerns and added conditions to the preliminary-plat recommendation, requiring traffic studies, coordination with ITD and Bonneville County, interior access to limit public road entries, and preservation of water rights and irrigation easements. The added conditions were part of the motion that passed 3–2.
