During the FY2026 strategic-goals review staff told the council the private-public partnership for fiber is at a crossroads: Strata indicated it is not ready to advance, while CentraCom has signaled readiness and willingness to partner and prioritize deployment areas. Staff noted the city already owns materials purchased for the fiber project and that a decision is needed on whether to utilize those materials, how to sequence deployment and whether the network will be open to multiple providers.
Council discussed trade-offs including whether multiple telecoms cutting streets would create additional impacts and the operational needs of coordinating an open network. Staff were directed to meet with CentraCom, inventory materials, and return with recommended next steps and potential contract/operating models.
