Board orders bank-authority removals, instructs clerk and IT on post-certification steps
Summary

After certifying the recall and reconvening in open session, the Board unanimously moved to remove Thad Earls from all Morton County Sheriff's Office checking accounts, financial systems, credit cards and legal signing authorizations effective immediately to preserve fiduciary security. Commissioner J.W. Finn made the motion and Vice-Chairman Ed Anderson seconded; the vote was recorded as unanimous.
The Board also directed County Clerk Gina Shores to transmit official certificates of the recall and vacancy notices to Governor Laura Kelly, the Kansas Secretary of State, and the Chairperson of the Morton County Republican Party Central Committee as required by K.S.A. 25-3902 and K.S.A. 25-4328. Counsel David A. Thompson was assigned to input the final canvass totals into the official notices and to coordinate with IT Director Michael to prioritize equipment upgrades to address the session's processor and connectivity faults. Counselor Thompson will also finalize an operational departure plan to effect a hand-off to Acting Sheriff Joshua Hull.
