The county approved a conditional use permit for WR Horse and Cattle LLC (case 2026-064-CUP) to operate an event center offering curated ranch experiences.
Jeff Joseph, assistant planning director, said the site is about 20 acres; the applicant requested a 10-year CUP to formalize events already held under temporary permits. The application proposed private sessions between March and November, two times a week, with 12–24 participants per event and a maximum of 50 participants. The planning commission recommended approval 8–1 with 13 conditions.
The applicant (introduced by staff as James Miller) told the board the project is designed to be educational, to share ranch life with visitors and to preserve agricultural knowledge. "We bring them out... and make it much more educational experience rather than just a trail ride," the applicant said. A motion to approve passed unanimously.
