The Jackson County Board of County Commissioners voted March 16 to award the county’s 2026 magnesium-chloride dust-control contract to Home City Grain. Commissioner Keith Kelly moved to accept the Home City Grain bid of $180,000 for 150,000 gallons—$1.20 per gallon—and Commissioner Linda Gerhardt seconded; the motion carried 3-0.
During the discussion Home City representative Brian Wullschleger confirmed that a smaller purchase would "remain the same cost" per gallon and said his company had the necessary equipment to provide both product and application. The board also set a residential dust-control rate of $1.30 per foot for 2026 and asked Road and Bridge Director Scott Kieffaber to coordinate an application form with the Clerk’s office. Kieffaber told the board the dust-control program will exceed the current dust-control budget of $150,000 by about $57,000 for chip-and-seal work; the board agreed the overage would be pulled from the machinery line item, pending internal review.
