Haley Walker told commissioners she discovered the City of John Day is charging the airport an “out‑of‑town commercial” rate of about $331 per month for RV water hookups even though the water supply has been turned off.
“Robin Olterman is experiencing the same issue and is disputing the charges with the city,” Haley said, describing a City Council resolution passed in July 2025 that requires a property to continue being charged if it maintains a water connection, even when the supply is turned off. Commissioners discussed options including fully disconnecting the RV hookups so the charges would stop, or allowing RV users to temporarily connect via hose to the terminal’s metered supply when needed, and asked Haley to explore the feasibility and any sewer‑connection complications.
Haley will contact the City of John Day to explore options for water and sewer resolution and report findings to the commission.
