County, Tenaska discuss re-signed PILOT and possible IRB financing for Kinsley solar project

Pawnee County commissioners met with Tenaska project development director Mike Roth on March 30 to review the Kinsley Solar and Kinsley Storage project and the county’s Payment in Lieu of Taxes (PILOT) agreement. Commissioner Rein said the county plans to re-sign the PILOT agreement to reflect legislative changes in state law, and Tenaska provided an update on construction and permitting progress.
Tenaska discussed financing options and said it might ask the county to consider Industrial Revenue Bonds (IRBs) for the project. County staff and commissioners discussed potential impacts of IRBs and how PILOT payments would be distributed. As County staff Josh Riedel asked during the meeting, "Who gets the money from the PILOT payments?" Commissioner Rein answered that PILOT payments would be split among the county, the local school district and the township where the project is located, but said the exact allocation still needs to be determined. The board scheduled a follow-up meeting for April 6 at 11:00 a.m. to clarify the PILOT terms and revenue splits.
