School-board member urges review of statutory authority and eligibility criteria for pilots

Natalie McKinney, cofounder of Whole Child Strategies and a newly elected Memphis-Shelby County school board member, urged the committee to begin its work by examining the creation of pilots: the statutory authority, board bylaws and the eligibility criteria and metrics embedded in agreements.
"Payment in lieu of taxes ... is something that I think requires a review," McKinney said, arguing the committee should first collect statutes and sample contracts to determine whether pilots are meeting intended purposes and whether contract terms include enforceable metrics such as local-hiring commitments.
Members agreed that the committee should gather statutes, board bylaws and sample pilot contracts to determine whether state law constrains the county'9s ability to set minimum criteria and what language would be needed to ensure pilot agreements deliver the promised public benefits.
The committee assigned the chair and staff to secure an attorney to pull the relevant statutes through LexisNexis and asked members to provide sample contracts for review in the next meeting cycle.
