Senior Planner Haley Keane presented Conditional Use Permit 2025‑02 for Tree of Life Church, describing the 2.0-acre parcel on White Marsh Road (parcel cited in staff materials as 42‑60b) and noting significant wetlands on the rear of the property that will require a 32‑foot front setback variance prior to site-plan submittal. Keane described draft conditions that would require a planting strip between the parking area and the right-of-way, retention of existing mature woodland, at least one deciduous tree per 10 parking spaces (25 parking spaces proposed), dust‑free parking surfaces with paved entrance drives, and a maximum site occupancy limit of 100 persons. "The maximum occupancy of the church shall be limited to 100 persons," Keane said.
After staff presentation and commissioner questions about parking and seating, the Commission opened the public hearing; two nearby property owners spoke in favor. The Commission then moved, seconded and approved the CUP by voice vote and recommended approval to the Board of Supervisors. The CUP will proceed to the Board as the Commission's recommendation.
