Commissioners also asked about decommissioning if the facility stops producing. Staff read ordinance language saying decommissioning is required upon abandonment or permanent cessation of operations and referenced a Timmons study with a 12-month decommissioning deadline; commissioners noted the county’s solar ordinance refers to a six-month threshold for cessation. Staff clarified the county would continue to receive property tax revenue while the facility physically remained in place.
