Board approves water-agreement amendment, easement abandonment and stormwater ARPA MOU

The board approved an amendment to the Water Purchase Agreement with the City of Warner Robins to add a 6-inch master meter for the Residence Inn at 450 Houston Lake Road, contingent on the developer posting a bond covering 125% of construction costs and following the rate structure the county adopted Nov. 19, 2019.
Commissioner Byrd presented and the board approved a resolution abandoning any county interest in a portion of a 20-foot drainage easement that traverses the property at 120 Sparrow Street in Perry, Georgia. The abandonment is contingent upon recording a plat designating the portion to be abandoned and the relocation of the drainage easement; minutes state the reroute was designed and installed by a private engineer and that the county will not assume liability for future issues that arise from the reroute.
Separately, the board approved a memorandum of understanding obligating $150,350.36 of ARPA funds to the Houston County Storm Drainage Department for repair or replacement of damaged stormwater pipes to mitigate flooding in the county’s stormwater infrastructure. Chairman Perdue explained that ARPA rules allow obligating funds through MOUs when done before the calendar-year deadline.
