Houston County says it has obligated all ARPA funds, approves $34.2 million in project allocations

The Houston County Board of Commissioners approved a final set of ARPA budget adjustments totaling $34,216,807 on Dec. 17, 2024, a package County leaders say fully obligates the county’s federal relief award before the Dec. 31, 2024 deadline.
Commissioner Byron Byrd presented the detailed list of adjustments, which include a $6,195,341.68 addition for the Health Department; $6,721,293.42 for the Bonaire elevated water tank; $2,000,000 for Houston Healthcare EMS; multiple water-line extension projects (totaling several million dollars); paving and resurfacing projects; and funds tied to public-safety purchases including rescue trucks. Chairman Perdue told the board the county had fully obligated the ARPA funds and that no money would need to be returned to the federal treasury.
The board approved the adjustments by unanimous vote. The ARPA allocations in the minutes are itemized and show how the $34,216,807 total is distributed across categories such as water infrastructure, wells, mental-health support, and public-safety equipment. Several projects are funded in part by 2018 SPLOST or other county sources in addition to ARPA.
Officials said obligating funds via memoranda of understanding and signed contracts was within ARPA rules; the board approved an MOU committing $150,350.36 of ARPA funds to stormwater pipe repairs during the same meeting. The minutes list each adjustment as an approved action and indicate that most approvals carried unanimously.
