Resident asks Goshen County to consider ordinance after insurer offers partial roof replacement; commissioners say county lacks zoning authority

Donald Hill appeared during New Business to report that his commercial-insurance claim adjuster told him the company would replace only half of his roof. Hill said he was informed the City of Torrington has an ordinance prohibiting that practice and asked Goshen County to consider a similar ordinance.
Commissioners explained the county does not have zoning authority and therefore cannot enact the type of ordinance Hill described. Chairman McNamee encouraged Hill to gather more information about the city ordinance and to contact the Wyoming Department of Insurance for clarification. County Surveyor Bob Taylor also suggested Hill contact Dennis Estes, the City of Torrington Buildings & Grounds Superintendent, for details about the city’s practice; the minutes record no county action to draft an ordinance.
