Officials: Shawnee Ridge work progressing despite bidding setbacks, limited by bond funding

Public Works and county staff gave a detailed status update on the long-running Shawnee Ridge project, saying crews have completed roughly 85% of the curb and gutter work and are preparing roads for asphalt but that procurement problems and court-imposed budget constraints limit completion.
Assistant Director Bo said crews poured curb and gutter and prepared roads for paving. Tom Bowling said the county offered the work to the market multiple times with no bids and that the county split responsibilities with utilities to stay within the budget the court allocated. "We put it out to bid 3 or 4 times with 0 bids coming back every time," Bowling said. He added that a judge-directed allocation of bond funds constrains how much the county can complete and that some drainage features might remain undone unless homeowners choose to add them.
Bowling said the county's portion of the project was approximately $2,000,000 and that the overall court-directed bond funding was about $4,000,000; staff said they will rebid paving and manage work to stay within the available funds. Commissioners asked staff to keep the public informed if costs rise and to report where bond funds stand as the project proceeds.
