Staff: Spratley Mills plat revised to cut lots, preserve wetlands; DCR data used

PC secretary Mister Wade briefed commissioners on technical changes to the Spratley Mills preliminary subdivision plat, including a reduction in lot count and steps taken to preserve wetland areas. "They reduced the number of lots from 32 to 25," Wade said, and staff pointed out preserved wetlands at the intersection of Spratley Mill and New Design and clarified where shared entrances would be located.
Wade and the county attorney explained staff used Department of Conservation and Recreation (DCR) shapefile layers and accompanying technical reports to evaluate agricultural yield and whether fields met the ordinance's criteria for high agricultural value. The county attorney said DCR is a qualifying public agency and that staff additionally reached out to USDA and the extension office; he also said he is obtaining a second opinion and consulting outside counsel to confirm the adequacy of the DCR data. Staff noted that the owner of the property leases the land and the farmer declined to provide crop yield data, which limited use of proprietary yield reports.
