Board streamlines process for future employee bonuses via ordinance amendment

The Surry County Board voted July 2 to amend county code so future bonus awards to officers and employees can be authorized by resolution instead of a separate ordinance each time. Miss Perkins told the board the change satisfies Virginia Code requirements while enabling the board to act more quickly on bonus decisions; any bonus still must be subject to appropriation and the resolution would include the amount and terms.
"What this ordinance is aimed to do is to provide a general authorization to meet the requirements of Virginia code and put in our codified ordinances that the board of supervisors has the ability to provide bonuses to officers and employees and to do that through a resolution, of course, subject to appropriation," Miss Perkins said. The board approved the amendment after a brief public-comment period with no speakers.
Staff said the amendment preserves board oversight—resolutions would be presented and voted on publicly and any financial terms would be spelled out in the resolution and in the appropriation process.
