Planning commission forwards positive recommendation for Warhorse Ranch development agreement and rezoning

The Draper Planning Commission voted to forward a positive recommendation to city council on a development agreement and a zoning map amendment that would rezone roughly 4.44 acres at 12741 and 12751 South Costanza Way from A5 to RA2 and authorize a development limited to a maximum of four lots.

Todd Taylor, the staff contact, said the development agreement would allow a modified private right‑of‑way cross section—31 feet wide—and would not require a sidewalk on one side of the roadway in front of the properties; he also reported that fire reviewed the proposed cross section and had no concerns (staff presentation SEG 806–821, SEG 1050–1056). Applicant Chad Evans described working with staff for 18 months and said the agreement is intended to preserve the area while making stewardship of the parcels more manageable: "We've worked on this for 18 months… So this is really some future planning with some present need… we're actually protecting that," Evans said.

During public comment Valerie Maxfield, who said she plans to build a home on one of the lots, described the area as desirable for outdoor recreation and family life. Commissioners moved and seconded motions to forward positive recommendations for both the development agreement and the zoning map amendment based on findings in the staff report (dated 10/04/2024); both motions passed by unanimous vote. A clerk noted a requested name correction for a recorded trust and staff said they would ensure the record is corrected.
