Commission approves Paul Nagy's home-occupation permit for alterations business

The Draper Planning Commission approved a home‑occupation conditional use permit for Paul Nagy to operate Paul Nagy Custom Design LLC, an appointment‑only alterations and measurement business, at 266 East Bellas Court (Application 2024‑0286‑USC).

Nick Whitaker, the staff contact, described the proposal as an existing low‑intensity home occupation in an RM2 zone and said mitigation would limit customers to scheduled appointments, designate one off‑street parking stall for customers and restrict hours of operation to 11 a.m. to 6 p.m. Whitaker also noted that some neighbors had submitted comments and that those comments were forwarded to the commission (staff presentation SEG 181–231). Applicant Paul Nagy told commissioners the business carries no inventory onsite and runs mainly by appointment: "I just do alteration at the place and… I take measurements, send it over to Thailand," and said U‑Haul use had been occasional and tied to trade shows rather than regular operations (applicant comment SEG 591–593).

Neighbor Wayne Hansen spoke in support of Nagy during public comment, saying the HOA letter did not reflect his view and calling Nagy "a great neighbor" (public comment SEG 695–716). Commissioner Kendra moved to approve the permit subject to the findings and conditions in the staff report dated 09/27/2024; the motion was seconded and carried by unanimous vote.
