New Bertie County animal shelter on track; commissioners hear calls for education and sterilization programs

County Manager Juan Vaughan reported Feb. 16 that drawings for the new Bertie County animal shelter have been approved, permits are pending and the concrete slab will be poured once permits are issued; the project remains on track for completion in May 2026.
Former animal-control officer Victoria Nussbaumer described repeated instances of neglect and abuse she encountered while working with shelter animals, telling the board that limited resources and space sometimes led to euthanasia after other options were exhausted. Deborah Tayloe urged the county to pursue sterilization assistance through the NCDA&CS Spay/Neuter Program, noting Tier 1 counties may receive reimbursements for procedures performed for low-income residents.
Several public commenters recommended the county partner with rescue centers and set clearer deadlines for shelter case processing; county staff said follow-up and advisory-board discussion will be scheduled. County Manager Vaughan also asked staff to report progress on permits and the construction timeline at the March work session.
