Draper planning commission approves home-bakery permit for C and I LLC

The Draper City Planning Commission on Sept. 12 unanimously approved a conditional-use permit for C and I LLC to operate a home-based baking business at 11572 South Sweetberry Drive (application 2024-0262-USC).
City planner Nick Whitaker told the commission the operation would be carried out in a 500-square-foot kitchen with a 150-square-foot basement storage room. Staff recommended mitigations including online pre-orders only, pickup by appointment with one customer at a time, one designated off-street parking stall for customers, and hours limited to 9 a.m.–6 p.m. Whitaker identified the land-use designation as residential medium density and recommended approval subject to the conditions in the staff report dated Aug. 30, 2024.
Applicant Elena Newsome briefly addressed the commission and confirmed she is the sole employee. Newsome said the application materials covered the operation and offered to answer questions. Chair Andrew Adams congratulated the applicant after the vote: “Congratulations on that. So good luck with your business,” he said.
Commissioners discussed neighborhood traffic and accepted staff’s mitigation measures, and Commissioner Gary moved to approve the permit; the motion was seconded and the commission voted unanimously in favor. The approval is subject to the conditions listed in the staff report; the commission did not add additional conditions beyond those recommended by staff.
What happens next: The applicant may proceed with the permitted home occupation in compliance with the conditions in the staff report; any changes to the operation that would exceed the approved conditions (for example, adding employees or changing hours) would require review or a new permit request.
