Senate passes bill to pilot free feminine-hygiene vending machines in select schools

Leader Ackberry moved passage of Senate Bill 587 on third and final consideration and described the measure as requiring the Department of Health to establish and administer a pilot program to place vending machines in eligible schools to dispense feminine-hygiene products to students at no cost.
An Education Committee amendment was adopted that changed the minimum number of schools selected for the pilot to one school per grand division and set the bill’s effective date as the 2627 school year. Leader Ackberry said the pilot will focus on schools with the highest percentages of economically disadvantaged students (defined in the bill to include students who are homeless, in foster care or eligible for free or reduced-price lunches) and directed the Department of Health to work with state and local health departments, nonprofits, churches and other organizations to supply the products; the department may also collect donations to assist the program.
After adoption of the amendment the Senate voted on the bill as amended; the clerk recorded the final tally as Ayes 27, Nays 3 and declared Senate Bill 587 passed on third and final consideration.
