Town proposes boundary-line adjustment with Creative Process Runway LLC; Act 250 and voter approval required

The Town of Manchester submitted an application for a boundary line adjustment on Airport Road that would transfer roughly 7 acres between town-owned land and a private property identified in the application as The Creative Process Runway LLC.
Assessor Gordon Black, sworn in to testify, said the town currently owns 60.14 acres adjacent to the private parcel (24.27 acres) and that if the proposed adjustment proceeds the private parcel would total 31.27 acres while town holdings would be 53.14 acres. Black described the BLA as the first step in a larger transaction and said the transfer will require Act 250 permitting and voter approval under 24 V.S.A. §1061. Chairman Tim Waker asked about an easement to access a pump station that will remain on town property.
No final approval was taken; John Watanabe moved to close the hearing (seconded by Mary Shoener) and the motion carried 5-0. The board and staff noted additional required processes (Act 250 and 24 V.S.A. §1061) prior to completion of any transfer.
