Chief Operations Officer Nick Creevy said the expansion is intended to fund infrastructure improvements; the Redevelopment Commission approved Resolution 2025-3 on Oct. 21 and the Plan Commission recommended the plan on Nov. 10.
Commissioner Jason Sharp opposed the addition, telling the board he was hesitant to create new TIF districts given recent changes in state legislation. President Al Knable described the proposal as a narrowly focused example of TIF use for specific infrastructure needs, contrasting it with broader TIF interpretations elsewhere. The motion was moved by Frank Loop, seconded by Al Knable, and recorded as passing 2–1.
The minutes note that no bonding has occurred for the Knobs Landing district; the action establishes the district but does not commit the county to issuance of bonds or immediate spending. Opponents in public comments later reiterated concerns that TIFs can harm taxpayers.
