The Administrative Land Use Authority approved the preliminary plat for Zion Spirit on Jan. 14, 2026, after staff reported that required permits — including a permit and an operation permit — had been issued and verified with Paul Wright of the Utah Division of Environmental Quality, Drinking Water Quality (DEQ-DWQ).
The Zion Spirit preliminary plat encompasses parcels 1-9-4-6, 1-9-4-7A, 1-9-4-7A1, and 1-9-4-6B, totaling 214.68 acres. The submittal proposes 19 lots with a minimum lot size of 2.16 acres and approximately 43.83 acres (20%) designated as open space. The Authority's approval is conditioned on final staff review; staff noted that once final checks are complete the plat will proceed to recordation per standard practice.
Paul Wright of Utah DEQ-DWQ was cited in the record as verifying issuance of the permit and operation permit that underpinned staff's recommendation.
