Harold Collins, Shelby County chief administrative officer, told the task force that the administration expects an initial FY25 tranche of about $30 million to be used for land purchase, the land swap and initial demolition and that the power plant is a near-term priority.
"We believe that $30,000,000 will go to either the land swap or purchase of land that's needed for the demolition and construction of the first part of the rebuild," Collins said, adding that the power plant must be addressed early because parts are obsolete and the facility’s electrical systems are in poor condition.
Collins described the governance flow for expenditures: the Shelby County Healthcare Corporation board, which governs Regional One Hospital, would review and approve requests for expenditure, provide recommendations and then the county’s chief financial officer would pay invoices. Collins said he expected a legal alignment between Regional One’s procurement policy and the county’s processes within days so the task force could review the reconciliation.
The mayor reiterated that the land swap is the first milestone and urged the task force to produce firmer timelines and an itemized spending plan to present to the county commission so it can consider formal action on the larger funding plan.
