Commissioners question All World selection and ask county attorneys to reconcile procurement rules

Commissioner Janice Banks and others questioned why All World was chosen as the program manager without a formal RFQ/RFP. Banks said the lack of an RFP has been “a source of concern” for the task force, and Towns responded that Regional One’s procurement policy did not require an RFP and that All World was a local firm the hospital “knew and trusted.”
The chair and commissioners flagged a potential conflict between Regional One’s internal procurement rules and Shelby County procurement policy because the county would pay invoices when county funds are expended. Chief Administrative Officer Harold Collins said the administration did not authorize any payments to All World and that invoices would flow through the Shelby County Healthcare Corporation board for approval before Shelby County pays them.
Commissioners asked the task force to request a legal review by county attorneys to confirm which procurement rules control when county funds are used and to ensure procurement policies are aligned before major contract awards.
