Commissioners press Regional One for itemized pro forma and justification for $500M ask

Several commissioners told Regional One leaders the task force needs a tangible, itemized pro forma before it can support a $500 million capital ask to the county commission.
The chair said the commission’s $500 million appropriation requires an itemized statement of expenditures. “We need to see that pro forma, that business plan, that will show us what we're spending that money for,” the chair said. J.W. Gibson and Janice Banks pressed Towns for the basis of growth estimates and schedules for delivery.
Tish Towns said the architectural and engineering firm will help validate cost and revenue assumptions once on board and pledged to assemble a packet for the commissioners. “I will work on that and try and get something back to you within the next two weeks or when attorney Turner’s in town,” she said.
Independent consultant Dr. Kim Brown told the group an independent analysis is necessary. “What I'm looking for…is a plan that Region 1 puts together that somebody else other than Region 1 objectively looks at and says, okay. This makes sense,” Brown said, arguing that a credible business case is needed to assess ongoing county obligations if the project shifts annual subsidy levels.
The task force asked staff to pursue a deadline for a pro forma and to share the detailed budget and growth assumptions with commissioners ahead of future votes.
