Commission endorses $3.09 million TDOT traffic‑signal upgrade contract

The Public Works Committee recommended approval of a contract with Shelby Electric Company Inc. for $2,888,686 in base work and an extra work allowance of $202,208 for a total not to exceed $3,090,894.60, funded through TDOT’s congestion management air quality program. Darren Sanders, County Engineer, explained the upgrades will add video detection so signals can actuate on queued vehicles and will replace emergency‑vehicle preemption equipment so first responders can clear intersections more safely. Sanders listed signal locations in Bartlett, Memphis (Airways), Collierville (Poplar), Millington (Highway 51) and Germantown and said a 6.5% disadvantaged business enterprise goal is included and the contractor committed to meeting it. The committee voted 4–0 to give the contract a favorable recommendation.
"This project was bid and advertised through our purchasing office...we received one response from Shelby Electric," Sanders said. He emphasized safety and efficiency improvements and said the county will pursue additional intersections through the next TDOT application cycle.
Next steps: contract award to be finalized per purchasing rules and project procurement; staff to notify affected municipalities and contractors of schedule and DBE participation requirements.
