Thornton said District 10 had been cut in recent budget seasons and the pilot would create catalytic projects and concept renderings to move stalled projects—Bunker Hill, Dixie Heights, Orange Mound, Magnolia, and others—toward construction readiness.
During committee, questions centered on whether the county's work would duplicate city efforts; Thornton said the pilot focuses on neighborhoods the city currently has not invested in and stressed the county role in drawing in additional resources. Commissioners voted to suspend the rules and advance the substitute; the committee reported a favorable recommendation (5 ayes).
Next steps: Sponsor said a delegation of District 10 constituents will appear at the full commission to emphasize the need; finance staff will identify the ARPA line that could fund the pilot and advise on legal review and account numbers.
