Several council members who live in nearby neighborhoods urged extra landscaping, screening and creative mitigation; the applicant said utilities and easements constrain tree placement but agreed to explore options. Council approved the alternate site plan by a 4–3 vote and asked staff and the developer to continue discussions about additional softening measures for the homes that back up to the site.
