Town staff and councilers agreed on ground rules intended to reduce risk and clarify measurement for the pilot. Staff told the boards a Type B project requires public notice and a 60-day waiting period; if notice is published now, August 27 meets that requirement and vouchers would be mailed soon after.
To limit liability, the council specified exclusions. Drew (staff) relayed the attorney’s guidance: "No alcohol, gas, or Tobacco" would be excluded, and the program will not allow cashback. Staff also said participating businesses must have primary frontage on State Highway 114 and agree to a reimbursement process. The estimated printing and postage cost is about $7,000; the overall program budget is $150,000 split between the EDC and CDC.
Councilors asked for specific success metrics. One council member asked staff to return with measures that would define success (redemption counts, visit increases from Placer.ai, and sales-tax changes over a stated period). Staff said visit data updates monthly and sales-tax data will lag by several months.
