Council unanimously voted to consent to a petition to create a freshwater supply district in Northlake’s extraterritorial jurisdiction, a financing tool the developer proposed to help pay for costly water and sewer extensions required to serve an annexation.
Staff said the district would be limited to the property and operate as a taxing district to facilitate infrastructure finance; staff also said the expectation is eventual annexation and that the district helps "turbo charge" capital funding for the area. Council action was to provide the required municipal consent for the petition while staff continues negotiating development agreements and potential cost-sharing arrangements.
