John (finance director, S11) presented the town's preliminary revenue outlook and tax‑rate options to council. He said the certified taxable value was approximately $3.7 billion for tax year 2025, an 18% increase driven about 9% by new value, and outlined three rate scenarios: a no‑new‑revenue estimate at about 27¢, a voter‑approved rate modestly higher, and a de minimis option near 29.5¢. "As of right now, 3,700,000,000 in taxable value for tax year 2025," John said, and he explained how each rate would translate into projected revenue totals and fund splits.
John also walked through major revenue categories — sales tax (projected $3.8M), water and sewer sales (projecting $11.1M and $9.2M respectively), and other fees — and explained next steps: post the proposed budget July 30, hold a proposed budget briefing/hearing on Aug.14, and then a tax‑rate hearing and adoption by Aug.21 if needed. He noted that the council cannot adopt the tax rate at the same meeting that holds a budget hearing and described the seven‑day clock that follows a tax‑rate hearing.
