Code Enforcement Officer Teresa Warrick provided the council with a quarterly enforcement update on March 9 and detailed a challenging case involving a property with multiple RVs used for storage, accumulated mattresses and appliances and related health and fire-safety concerns.
Warrick said she attempts voluntary compliance first; in this case the property owner refused the voluntary compliance agreement pending attorney review and has restricted access beyond right-of-way observations. She estimated that, if formal abatement is required, RV removal and disposal costs could range from $60,000 to $75,000 and that none of the vehicles have salvage value and must be destroyed.
Warrick described the standard abatement steps: obtain warrants if required, conduct investigations, solicit contractor bids for cleanup, bill the property owner and, if unpaid, place liens on the property. She asked the council to be aware of the potential fiscal exposure and operational workload.
