Staff presented HRPB case 25-00100146, asking the board to approve demolition of a rear garage and construction of a new accessory dwelling unit (ADU) of approximately 797 square feet at 313 South Palmway. Staff described the existing garage as noncontributing and in poor condition and said the proposed ADU’s elevations and materials are compatible with the main residence.
Board members asked whether the property is in a flood zone and whether demolition and new construction could be separated; staff explained that the historic‑review code requires demolition consideration to be accompanied by the COA for new construction in this context. The applicant confirmed the new unit meets flood‑zone elevation requirements. Committee member (speaker 2) moved to approve the COA and staff’s conditions; the motion carried unanimously. The approval includes the staff‑recommended conditions listed in the packet.
