Staff reviewed the code compliance background (the application followed a code compliance case) and recommended approval. Commissioners questioned stall sizes, shade, manure management and how many animals the applicant currently keeps; Rupert said stalls are covered, turnout areas include shade and manure is composted and hauled appropriately.
After discussion a motion passed to approve CU25‑18 subject to staff conditions but amended on the floor to allow seven horses. The vote carried.
