The Pahrump Regional Planning Commission moved to recommend approval to the Board of County Commissioners for CU25‑15, a conditional use permit to allow 204 build‑to‑rent duplex units on 11.46 acres at 440 East Basin Avenue.
Planning staff reviewed the project and said the proposed use is permissive in the mixed‑use zoning but that, because of scale, a CUP and a Cat 1 site development review are appropriate. Applicant Scott Burdett described the development as a market‑rate workforce housing product intended to address local rental shortages: "The idea is to bring an affordable product to the market for workforce housing, and it's at market rates," Burdett said. Commissioners and public speakers repeatedly asked what "affordable" means in practice; Burdett said rents would be market‑determined and that the developer is not planning to target Section 8 or low‑income programs.
Questions focused on water rights, unit sizes (about 1,200 square feet per duplex), parking and on‑site management. Staff and applicant confirmed the project must coordinate water and sewer requirements with Great Basin and Valley Electric during the site development process; commissioners noted that adequate water dedication and infrastructure must be demonstrated before construction. The commission voted to recommend approval to the BOCC with the staff‑outlined conditions.
