The Pahrump Regional Planning Commission voted to approve CU-25-22, a conditional use permit allowing a commercial stable on a 4.4-acre parcel at 400 West Stagecoach Road (APN 03509410). Staff recommended approval and called out a special condition limiting boarded horses to no more than 15; the commission accepted staff's findings and imposed the conditions.
Applicant Caitlin Bush, owner of X Performance Horses, told the commission she has "provided high quality care" for animals for 20 years and presented support letters; several neighbors and callers described the operation as a responsible, family-run facility. "I'm committed to meeting all county requirements and following the best practices in animal care," Bush said. Neighbors testified the facility keeps good care and contributes to youth activities; Betty Petaros said the owners "keep it clean" and called them "wonderful neighbors." The motion to approve was made, seconded and the commission voted to approve CU-25-22 subject to the conditions in the staff report, including the 15-horse boarding limit.
